Please hun. Calm down. She may have a rash, dry skin, infection, or insects. But first, TAKE HER TO THE VET. They will know what to do.But in the meantime, give her a gently bath with warm soapy water. And go slowly. 100% 1 Vote

It sounds like she has a skin irritation. Cats go a little overboard when their skin itches, sometimes scratching until it bleeds or even nipping at themselves or pulling on their fur with their teeth.
My cat had an itchy spot right above her tail, and she couldn%26#039;t leave it alone. And the more she scratched, the worse it got (scratching often causes inflammation, which makes you itchy). We took her to the vet and they gave her a cortisone shot in the irritated area. Problem solved! The area healed over in a couple of days.
Your vet might also suggest a soothing bath like oatmeal (not soap) but I%26#039;d wait and ask because that%26#039;s going to piss off your kitty even more.
